Norman was last seen wearing: Dark blue and grey checkered pants, a black and white checkered shirt and slippers. It is believed he had $14 in his possession.
Notable: Norman requires medication for epilepsy. He was known to have seizures and would have difficulty recovering from a seizure on his own. Norman has a scar on his head under the hair from an operation he had at the age of 16.
Details About Norman’s Case: In July 1976, Norman Richard Welsh was vacationing with his mother in Sturgeon Falls. Richard & his mother were both living St. Catharines. On July 18th, the Ontario Provincial Police located him walking on the highway near Sturgeon Falls. Concerned for his personal safety, police brought him to the local hospital. He was then transferred to the former North Bay Psychiatric Hospital on Highway 11 North.
Norman was upset and demanded to be released, stating that he wanted to go home to St. Catharines. The following day, on July 19th, while the nursing staff escorted him outside between hospital buildings, he proceeded to walk eastbound towards a wooded area of the hospital grounds. Norman was last seen running towards the forested area.
At the time of his disappearance, North Bay Police and hospital staff conducted several searches of the hospital grounds.
They were unsuccessful in locating him.
