Details About Robin’s Case: Robin began living at the Huronia Regional Center (HRC) when he was five years old. He was placed at HRC at age five on the recommendation of specialists at Toronto’s Hospital For Sick Children. According to Robin’s mother, Betty Bellchambers, Robin never wanted to return to the HRC whenever he came home to visit family because he claimed the staff was abusive towards him.

When Robin first disappeared, he was originally believed to have gone to the Orillia Terriers-Cambridge Hornets hockey game that night, but staff couldn’t get in contact with the arena to confirm this and it was confirmed that he hadn’t gotten on the bus taking HRC residents to the game and back.
Robin may have left the HRC because he was being transferred into a unit with adults and he’d always been housed with children. Because Robin has the intellectual capacity or a 6 year old, it is a possibility.
From the time that Robin disappeared there are many accounts of physical, emotional and sexual abuse at the HRC. There was a class action law suit brought against the HRC. The settlement amount was $35 million to be paid by the Ontario Government. There were non-monetary benefits as well such as restoration of the cemetery fence, an apology from the government, historic plaques and signage and most importantly for HRC an agreement that up to $5 million would be spent on projects benefitting survivors if all the funds available were not disbursed.
To date, Robin has not been located.
